bothered with "negroes," any more than is really necessary when this Bureau is so convenient; and the case has lost its interest when the fees and case are pocketed by some Justice of the Peace of the County; after this is accomplished they do not seem to care who settles the case, nor do they seem aware that they, and their county is benefitted by offenders being punished, or justice administered by themselves, when they can easily shift the matter over to the Freedmen's Bureau.
I declined receiving the party until communicating with you for directions on the subject.
