Colonel:-
I have just returned from Eufaula, Barbour Co. which County I passed through by the turnpike road. The Freedmen are in a very bad condition. Passed hundreds on the way, half starved and naked. A Mr. Wiley has turned off about 150 who are camped in the woods near their old home in a state of starvation. Lieut Ball Comd'g. at Eufaula, which is in my Com'd. informs me that the Freedmen are being treated in a most horrible condition, especially in Henry County. They are constantly coming into him to state their grievances. Murder is a daily occurrence in Henry Co. Lieut Ball, of course, does the best he can for them, but having  a good deal to
