were summoned as witnesses as I was informed but upon investigating the case the jury did not think there was evidence of guilt and therefore did not find a bill of indictment, no cases have come before for trial of the kind alluded to in your Circular. The new bills not having been returned in time to report & try the parties  But I have seen manifested everywhere a determination on the part of the people to do everything in their power to meet out justice to all withou regard to color & to do all in their power to restore law and order. And in conclusion I have to remark that nearly all the cases indicted occured several months ago & that the outrageous disregard of law then prevailing has nearly past away and offenders have ceased their evil conduct
