I have to report that in my opinion one plantation will not be sufficient to give shelter and employment to all the dependent Freed Men which will necessarily come under my charge, from the fact the planters who maintained the Old Young and Superannuated last year at their own expence are unwilling longer to maintain them, In my opinion it will be necessary to furnish other plantations and if consistent with your views I would respectfully propose to have one in each county from the fact that in transfering them to the hands of Civil Authority the expences will be more eqally devided
