Before the Superintendent of the Bureau for Refugees Freedmen and Abandoned lands for the Sub-Dist of Huntsville

In the matter of the application of J. J. Geirs who claims to be a Refugee on behalf of himself and certain Freedmen, for an order to take certain corn missed by Allen F Gouch.

On behalf the defendant his attorney submits the following.

By the act of Congress creating this Bureau it was to have control of all subjects relating to Refugees Freedmen and abandoned lands, under such order and regulations as should thereafter be established by the chief of the Bureau with the approval of the President.
The Bureau is the creature of this act of congress precisely as the state courts are of the constitution of [[strikethrough] the [[/strikethrough]] a state, and as legislation under the constitution is required to put the machinery if the courts in motion, so we insist is it necessary that rules and regulations should
