Dear Sir

I have the honor herewith to return you the communication of Gen'l Wager Swayne, reporting the Mobile Medical College, (branch of the University) dated 22d of this month.

I beg leave to say in reply that after five months, negotiation, the matter is left so indefinite by Genl Swayne, that I see no course left but to ask very respectfully that the building be vacated as soon as practicable to by your Bureau I handed over to the trustees.

At the time the Bureau took possession of the building $2000 would have repaired it, but since that time the roof has been rapidly deteriorating, the timbers rotting, & through the culpable negligence of [[strikethrough]] the [[/strikethrough]] a U. S. officer [[strikethrough]] s [[/strikethrough]] the gun powder explosion occurred, which has inflicted great additional injury on the building. It would now take at least $3000 to $6000 & probably more to repair the building & I think it is clear from the letter of Genl Swayne that he cannot & will not spend this amount on it.

Genl Swayne makes the following proposition
