Sir:
I have the honour to report, that very many sorrowfull complaints still come from Monroe, Clark & Choctaw counties of murders outrages & a total disregard of obligations on the part of Planters to the Freedmen - there are Destitution, Barbarity & Persecution reported to this Office. I have been necessitated to send a man to W    Station on the  M&B. R.R. so he brought to this city twenty one colored people of all ages who were in a starving condition, all reports bear evidence that the Planters are determined to violate the rights of the Freedmen and defy the laws enacted for these
