Chambers and Tallapoosa Counties have been binding Minor Colored Children making no distinction between those who have Parrents and those who have no Parrents 
I have adressed a Communication to two of them 
Saying I very much doubted the legality of such proceedings and that I would pay no respect to them where they had Parrents. but would allow the Parrent to control his or her own children. I have sent guards on several occations to compell them (the citizens) to give up children which has been bound. Such proceeding is [[strikethrough]] calling  [[/strikethrough]] causing [[strikethrough]] causing [[/strikethrough]] a great amount of trouble. There is a great many Freedmen coming in from Tallapoosa and Pike Counties Complaining of harsh treatment. 
I have Sent men into Tallapoosa Co Several times to Settle difficulties..
The employers dislike to obligate them selves to furnish all necessary Medical Attention to their employees. I have refused to approve any contract which did not obligate the employer to furnish all Medical Attention
