County, mostly in the northern part of it, and that assistance was needed. I informed him of the desire of the Gov't to alleviate as far as possible the condition of the suffering, and if the County Authorities, or other parties, would provide means of transportation, the Gov't would furnish necessary supplies but that in such cases, a responsible person would have to take the supervision of their distribution. and suggested the propriety of his acting himself. He informed me he would see what could be done, and, as he expected to visit Montgomery before long, he would call on you. I was informed by him that the most of the Freedmen throughout the County, had made contracts, and were behaving themselves very well. I made enquiry about the acts of a lawless gang of men called black cavalry, who in disguise, committed outrages on the persons of Freedmen. He told me he did not know the name of any of this band of outlaws, but had frequently heard of their acts. He also informed me, he thought they had quit their operations, and that the community were very much opposed to their acts &c. I informed him and the people, throughought my travel that such acts would be ferrited out, and the perpetrators certainly punished. I consider the arrests recently made in this County, have had a very good effect, in putting a stop to the operations of this hand.
