by Major General Hurlbut, for promotion, and was recommended for the position of Lieut Colonel — Papers on file in the Adjutant General's office — but was never mustered as of that grade, owing to the discontinuance of my Regiment the 65th U.S.C. Inf. which I was then Commanding at Morganza La. 

If there is any vacancy in the Bureau in the State under your controll, I desire to be informed, so that I can file with you, recommendations for the position. I have the testimonials of a number of General Officers, under whom I have served, which, I think, will be satisfactory to you. I can also refer you to General Howard, with whom I am personally acquainted.

I beg to state that I have had considerable experience in Court-Martial; that my profession is that of the law, and that I have a knowledge of the wants of the Freedmen. These must be of service in the Bureau.
