I have the honor to report , that a lot of 800 to 1000 unloaded Shells of all Calibers, which are near the burned down Confederate Arsenal at this City, property of the late confederate Government, have been taken by the Freedmen's Bureau of this District and sold to a certain Jennings [?] Gennir, a citizen of this City and owner of a Foundry. 

It was reported to me, that the Shells were on the mentioned place, and where I meet and so inspect their Ordnance Stores', I found that a part of them had been already renounced by the purchaser.

I learned from the purchaser Mr Jennings that there has no written contract been made with the Freedmen's Bureau and request You respectfully to inform me as soon as possible
