To the Hon.
The Judge of Probate for Winston Co

Dr Sir
I have been appointed by the Governor, "Commissioner of Alabama" to aid the Assistant Commissioner of the Bureau of Refugee Freedmen &c in the receipt and distribution of supplies to the indigent families of the State. 
Requisitions for supplies for the counties of North Alabama have been made by Genl Swayne for this month and I have the assurance of officials at this point that they will be in receipt of supplies within a day or two. Under this requisition your county will be entitled to draw supplies, not to exceed one hundred and fifty eight rations daily. They will be shiped to such depot in the Memphis & Charleston Railroad. (To be designated by you) as most accessible - 
It will devolve upon the County
