I find that the Sup'ts of the bureau at the Posts where depots of supplies have been established are not advised as the arrangements made for the appointment of County agents to receive and distribute nor as to the apportionment of supplies to the different Counties. 
Having made an apportionment of the supplies among the several counties and provided for the appointment of County agents My idea was that these county agents would make their requisitions upon the Supts of the Bureau who would draw upon the Commissary upon ration returns and turn them over to the County agent and if the time for issuance could be extended from seven to thirty days as suggested by you. This would enable the County agents to issue to individuals in such manner as to avoid keeping them all the while traveling to and from the
