Beat No. 1 Monroe Co. Ala. Dec. 17 1866.
General: I have the honor to inclose a coppy of the Monroe Co, Association; 
I am the Committeeman of this Beat, and wish you to instruct me in my deauty; the contracts was all made as required by Art. 6th some hev turned off hands after the crops was made and refused to give them the means they promis: the Bureau leyed a tax of $3 per head as in Art 18. our president; Mag. Gooch; ordered me not to cancelled the contracts until the taxes are paid. Some say they will not pay the taxes; you see that the Freedmen cannot get his pay - you will please instruct me on receiving this by the first boat; I have the honor General to be your obedient servant
