And it is my opinion that with a few troops scattered over the country order will be observed, law enforced, and labor a success, but without troops I hesitate not to say it will be a failure, as restraining & correcting powers are needed for both colors.

Col Callis takes hold with a will, and I think will do well, but he needs a commissioned officer with about seven men in each county, to keep things right, every true lover of peace & order dreads the operations of malitia, as in every neighborhood there are local hates & animosities which will lead to abuse of power and none stand in greater fear than the Union men of the County, and from some
