I think there is no doubt but that this the right view, and that in this way the U.S. bounty will be administered most economically, both as regards sustenance and transportation.  I refer, of course, in this, to the large aid in bulk that is to be supplied to the poor white counties.  The issuing at posts will go on as before.

I would suggest that you communicate, immediately, with the Commissary General, to see if Government funds cannot be economised in this way.  If you would like to receive the opinions of prominent men in the other counties, as to whether the destitution named above would be preferable or not, I will ask the Judge to get
