Respectfully forwarded to Lt. Genl. Grant with the request that he will approve or suggest such modifications as will produce harmony between Department Commander and Assistant Commissioner when the Assistant Commissioner commands a District coincident with his Bureau jurisdiction

The Freedmen's Bureau being by law under the immediate direction of the War Department and its officers and agents being subject only to the orders of the Commissioner in matters pertaining to the Bureau they cannot be required to report on such matters to Military Commanders, unless they are named in orders as Agents of the Bureau.
The within instructions of Genl Howard are therefore approved.
