Colonel,

I have the honor to forward my Tri-Monthly Reports, as also the Ration return.  Rations are not much on the increase, but still they do not decrease. I have had one application from Covington County, signed by some individual purporting to be a "Judge of Probate", it was brought to me by a Gentleman answering to the name of "Smith", who represented himself as "Agent" for that County, and who demanded a month's rations commencing from the First of this month, however as the man was very much intoxicated, and not knowing the Judge Probate's signature, I declined dealing with him.  I think by [[strikethrough]] dealing [[/strikethrough]] issuing to these Judges of Probate a great deal of imposition will ensue, as from what I can hear many destitute families will not benefit by the Government Bounty, as I am certain, the Agents in nine cases out of Ten, will work
