Office B.R.F. and A.L. Tuskaloosa Ala. May 8th 1866. Maj O. D Kinsman Asst. Adjt. Gen'l. Major: I have the honor to state that reliable information has been furnished this Office of the willful neglect of J. C. Simonds Post Master at Greensboro Ala. relative to mail passing through that office - Mail Bags have been forwarded from the Tuskaloosa Post Office to that Office at Greensboro and returned without opening or any ceremony whatever - I am informed that Simonds is often under the influence of Liquor - which accounts for the confusion of his Office - Business men in this vicinity state that they suffer more than Greensboro people in this matter - I am, Major, Very Respectfully Wm. H. H. Peck Capt. Asst. Supt.
