General,
I am satisfied, from observations of the past two days, that efforts are being made, to shake confidence in Capt F. O. Steinburg, the Asst. Supt. at this place. I am equally sure that these efforts are, in part, participated in by persons who are not moved by just motives. I thank God, that I am independent of all influences, but what truth and honesty sanction, and therefore consider myself as only advancing these, when I ask that you will not give credit to reports against Capt. S. till you have a full investigation of the facts alleged, and of the motives of persons making charges.
