I have the honor to state that the affairs of this office require very close attention.  For the past two (2) weeks I have not had time to do what I did, thoroughly.

The Commissary Dept. requires a deal of running and office duty - and if Rations are to be issued indefinitely (as to time in future) I desire authority to hire a responsible party to do outside business in this and the other Departments of the office.

This District embraces a large portion of country, and where the Freedpeople living within a distance of twenty miles have reasonable access to me
