in "Bureau" matters - a large number living outside of this twenty miles scarcely ever get to the office with complaints &c -
Although I have no individual case to present, I am satisfied that outside of the circle of influence of "Bureau" offices of this section - the Freed people are still Slaves - that is, the employer does as he pleases with his hands - and where civil officers do not connive with such - they lack the courage or will to prevent -
I would respectfully suggest a place for proceeding with the portion of Districts outside, and not within easy access of "Bureau" influence -
Have an agent (military officer) detailed to visit Plantations, Mills &c once or twice a month -  There are settlements, even in the county, where such an agent would require courage and perhaps one or two
