Dear Sir: I addressed a letter a few days since to Gen. Swayne making application for transportation for myself and family to Texas. In that letter I stated that I had applied to Capt. Whiting, of this city for transportation but inasmuch as he doubted whether he had the right to grant my application he had written to Gen. Swayne for instructions in the matter.
