I can cite instances when the Black does not get justice - one as follows- Wash. Quarles, (a freedman) was standing on the street, two (2) white men passed - one of them jostled Quarles - these same men came back - and jostled Quarles again - he told them - go away white men - Quarles' friends pushed him into a house near by - and the white men forced their way into the house - It was then dark and the white men went away to the Mayor and made out that Quarles attacked them, and showed a pistol in the house at them - The Mayor fined Quarles thirty odd dollars for breaking the peace - and bound him over to Court. to answer carrying concealed weapons. If there is one white man in the Mayors' beat who carries concealed weapons there are five hundred- This Mayor (J.C. Guild) has a natural prejudice to a free negro - like the majority of the Civil officers of Justice under my observation - Although I know many good reliable men who do not uphold such proceedings - with reference to the Blacks they are not in the majority - and most of them are timid about taking up for the despised race - I give and instance in support of what I have just
