I have the honor to ask for information on the following point.

I understand that an order was issued to the effect that in all cases of contract with Freedmen food, Clothing and medical attendance should be guaranteed.

The question is - where parties made contracts and had them approved by an agent of the Bureau omitting Doctors bills.  And during the year medical attendance was rendered - can such bills be collected from the Employer?  The contract to the contrary notwithstanding.  

The question affects the interest of the Freedmen another year as no physician will attend them unless their bills be secured
