I hear constant rumors that negros are being shipped from the coast of Florida to Cuba and Brazil. I cannot obtain positive proof that this is being done, but am fully satisfied in my own mind that it is so. With the limited number of troops and the vast extent of coast to guard it is impossible to prevent this. It seems to me that the best plan would be for the Govt to send competent detectives to Cuba and Brazil to find out these cases there. In your position you can recommend this, and I have no doubt but that the Government would take immediate and active
