Office Superintendent Bureau Refugees, Freedmen and Abandoned Lands,
District of Mobile,
Mobile, Ala., Feby 21st 1866

Brevet Col C. Cadle Jr
Asst Adjt General
Montgomery. Ala.

Sir.
In the case of
Messrs Jenkins, Freeman and King, arrested for the alleged murder of negro "Alfred", Gen Woods informed me, that is is impracticable for him to order a court martial for their trial.
I respectfully recommend that a court (Freedmans) may be convened by General Swayne's order, composed of "Bureau Officers" for their trial, as soon as practicable, in order that the prisoners may be discharged if it is shown that they are not guilty.
I suggest that the court be ordered to convene at Demopolis that being the nearest accessible
