I am directed by Col Geo D Robinson supt B.R.F.&A.L District of Mobile, to call your attention to Sec 31 draft and Sec 42 draft 5 of the Revenue laws of Ala, approved by his excellency R.M. Patton Governor of the State, February 22nd, 1866, referring to the compensation of Assessors. Also to Sec 51 draft 6 & sec 69 draft 7 of the same laws, regarding compensation of collectors.
You will observe that in the first case, the assessor is not allowed to charge any fee upon tax payers, until after the 15th day of each year, and then only upon property owners.
In the second case the collector is not allowed to charge any fee, unless they are delinquents, and then not until after the 15th day of December of each year.
It is therefore, ordered, that in collecting the "Poll Tax," you strike off the following items from your Tax Bills when the same are to be collected from Freedmen. Viz
