you will observe what there is a "per capita" tax of 80c for school purposes. This I have ordered the collector to keep a separate account of, that it may be turned over for the benefit of colored schools. 
The idea of taxing the negro to support white schools, also depriving him of all schools privileges is simply prepostirous. In fact I think the entire law as it now stands is unconstitutional. I have never before heard of assessing a "Poll tax" upon a man who was not a citizen and recognized as such.
I would respectfully request, that the General urge upon the present Congress the necessity of passing a law by which the colored peoples of the late slaves holding states, may obtain tittles to property belonging to them, but held in a trust by white persons in conformity to state laws. 
In many, as I believe in the majority of cases, these trustees are unwilling to give up the tittles to the proper owners, especially is this the case with church property, and is a source of serious embarrassment to many colored congregations. They are unwilling to make repairs or improvements, for fear their property may be taken away from them entirely, as soon as the military authority is removed. 
This matter should be attended to by Congress, for I do not believe that the different state Legislatures will ever gives the matter much attention, or at least not for several years to come
