Gen Wager Swayne

Dear Sir

I have not herd any thing from Gov Patton in regard to getting one of the Houses belonging to the State at Garland for the purpose of aiding me in providing houses for the Freedmens Home which is very much needed

I am awaiting your orders before taking action in cases that was improperly
apprenticed which is the only trouble I have with the Freedmen. They have
all gone to work cheerfully where parties deal honestly with them and
make their contracts in accordance with orders.

I find a few who have contract which are not in accordance with your orders
who are not willing to correct them and have dismiss the Freedmen and they have trouble in collecting their pay as the abominable Stay law passed by the legislature operates against them

Let me hear from you in regard to the number and orders on the apprentice law.

Respectfully yours &c
Y M Rabb
