I am unable to give a more definite reply without seeing a form of one of the instruments in question. The form used by Capt. Buel C. Carter of the Freedman's Bureau at Wytheville Va. has, upon examination been held by this office as subject to a stamp duty of five cents for the signature of each freedman.
