A question has arisen in this District in relation to the Stamp Duty on contracts. The custom has been to place a five cent stamp on each sheet of paper on which the contract is written.

Often on the same contract are the names of a number of freedmen who agree to work for one planter.

Will you please inform me whether the one stamp is enough on each sheet or whether there should be a stamp for each name including that of the planters.
