General,
I am directed by Maj. Gen: O. O. Howard, to ask you to recommend any officers of the Veteran Reserve Corps, that may be particularly worthy of transfer to the new Corps to be formed. Recommend none whose characters are not above reproach and say no more about an officer than you are willing to be held responsible for, at any future time. It is of great importance, that you should discriminate and recommend those only who will in every way fill the positions they may receive with honor.
State the present rank and the positions you think the applicants should receive.
