General,
Upon the reception of your letter, dated December 10th I called on Mr. Young, and had an interview with reference to the Marine Hospital. So far is he from being willing to cooperate with me in procuring the transfer of the building, that he stated it was his intention to do all in his power to retain it for its present purpose. He states, moreover, that in no case will the building be given up without an express and specific order from the Secretary of the Treasury. He has, also, submitted to me a letter from the Treasury Dept, which refuses any action towards the transfer of the Hospital, until a conference shall have been held with yourself on the subject - the result of which conference he is directed to report. It is in find, very clear to me that there is no disposition on the part of the Treasury Officials here to aid or cooperate in the matter, but, rather, a disposition to prevent its transfer if possible.
