I have also, conferred with Dr. Winne with reference to removing the military patients. He informed me that he had received your order, and I suppose he intends compliance therewith - He did not inform me of any proposed arrangements to provide for these patients. With regard to the Medical College, I have conferred with the Trustees of that institution, and I find it impossible to rent it for the purpose you have suggested. A letter from the President of the Board now before me states that it is the intention of the Faculty to open the college for a course of lectures during the Spring, and that therefore, it is not designed to rent the College for any purpose whatever. I am, of course, disposed to do all in my power to forward the interests of this Department and to carry out the spirit of your instructions as far as possible; but it is very clear that I shall have to act alone, and that I shall be obliged to depend on positive and specific instructions to all parties concerned in any transactions affecting the Bureau.
