Mobile, Ala, March 3. 1866

Col. P. F. Mancosos:
I have the honor to represent to you that I am in possession of positive proof that the steamer Virgin - formerly a confederate blockade runner, and one of the fastest boats afloat, is being fitted out for the purpose of conveying freedmen from Louisiana, Florida & Alabama to some Cuban port for sale. My information in the premises is derived chiefly from an assistant engineer of the Virgin, corroborated by the statement of some who are not equally well informed. I will bring the Engineer to you at any time you suggest.
They suppose that I am in with them, and that I am going with them.
