Mobile May 18th, 1864,
Col P. F. Mancosas

Sir
Certain facts having come to my knowledge which are directly contrary to the laws of the U.S. Government. I think it well the proper authorities should be informed.
First there are at present in the City of Mobile parties who intend to engage in the slave trade by carrying collored men from this and other points on the Coast and selling them into Slavery.
Secondly there are now in Mobile two Schooners fitting out for that business, I heard one of the parties interested make such an arrival.
A Captain of a tug boat named George Williamson, at Pensecola, made me offers to go with him. He freely explained to me what his plans and purposes were. He intends engaging in the slave trade and assured me that we had little to apprehend from the Government. He is I presume now engaged in that business
Yours Respectfully
Watkins J Cantillon

P.S. I know much more concerning this matter, which I will Cheerfully communicate to any officer having charge of the matter
