Office Assistant Superintendent,
Bureau of Refugees, Freedmen and Abandoned Lands,
Talladega, Ala, January 17 1867

Major O.D. Kinsman
Supt. B.R.F and A.L.
Montgomery Ala,
Sir:
While in Selma a few days ago, Lieut Shockley requested me to write to Headquarters in regard to certain lots of land in Selma now advertised to be sold by the U.S. Marshall on the 18th Feb.
Nearly, if not all, of these lots are now occupied by colored families under leases made by Mr. Gardner (Supt. at Selma in 1865 and 1866.) Many of these persons have built good frame houses, and have exausted their means in doing so, and if the property is sold for cash down, many will be unable to meet that requirement and loose the improvements made by themselves
