Makes a report of the financial condition of the county. States that it is impossible at present for the Co. to provide for the paupers such thrown into its charge. Asks that other Counties be required to receive their proportion from the Hospital at Garland.

Respectfully forwarded to Maj. Genl. Wager Swayne with following remarks: From somewhat careful inquiry and observation I am convinced that the Statements made within are substantially correct, and that the financial condition of the Counties Calls for the most favorable consideration for the Asst. Commissioner. I fully concur in the request that the principal articles of furniture which the patients have been using in the hospital may be retained by the County for their use, and that the paupers belonging to other Counties should be referred to the County authorities of the several Counties in which they have their legal residence.
