I have, General, thus laid before you a full and candid statement of the condition of affairs. Of course it is not for me to make suggestions or recommendations. I feel confident that you will do whatever is in your power to remedy evils within your District. The wish is often expressed, and it is one that I second most cordially, that you could spare the time to visit this portion of your District, and enlighten the Freedmen as to their rights and duties. I feel assured that such an event would be production of great and lasting good to both races.
