Huntsville Ala Sept 20th 1867

Hon. J. H. Scruggs
Judge of Probate
Madison Co. Ala.

Dear Sir,
I have the honor to make the following proposition to your honor, for the consideration of the Local authorities, which proposition is made with an eye single to economy in the affairs of the Bureau in the Dist. of Nor. Alabama,

We have here in our Freedmen's Hospital an aggregate of 36 patients, who are at this time fed, clothed by, and receive medical attendance from the Bureau of Refugees, Freedmen andAbandoned Lands, and as the day is not far distant when such aid must be withdrawn by the Federal Govt. and deeming it highly important, that in such an event, some provision should be made for the care and support of such unfortunates; and knowing that they will not be permitted to be left uncared for, I am authorized to make the following proposition to wit:

I will transfer without charge the institution all our right in the same as it now stands, with all of its supplies
