At a special [[?]] of the commissioners Court of Madison County begun and held at the Court House thereof on Monday the 23rd day of September 1867. The following members were present viz. James H Scruggs Probate Judge, Allen Halls, Dickson Cobb, Jno M. Humphrey and Larkin P Sullivan where the following Proceedings were had:

A proposition was submitted from Gen'l JB Callis Chief of Freedmans Bureau Proposing to turn over to the County the Hospital situated as the City of Huntsville togather with the Hospital stores +c with the further proposition to furnish the inmates of said Hospital with rations until the 1st day of November, next:-
Whereupon it was ordered by the court that James H. Scruggs presiding Judge of this court be requested to say in reply to the above and foregoing proposition that the court is willing to receive, and provide for such inmates of said Hospital as all citizens of this county provide that they will at the same time turn over to the county a proportion of the Hospital Stores +c  according to members +c
