Reports that in parts of Dallas Co., where brutal assaults are committed upon Freedmen, there is no adequate redress offered, even by officers, even then complaint is made To file their complaints they must come to Selma, incurring expense and loss of time, which they cannot afford.
Requests that this be endorsed and forwarded to Gen Swayne for his action.

Respectfully forwarded recommending that, if possible, come adequate penalty be imposed upon Justices and Constables, for failure to act, as required by law to do. Suspending them from office is most objectionable, as it removes an officer greatly needed and there being no one to fill vacancies, who are qualified and can take the required oath.
