Lieutenant:
I have the honor herewith to transmit the ration return of the Destitute Refugees and Freesmen in the Colony at Garland for March 1867. I am informed that the only provision supplied last month in the form of breadstuffs was rice. This they have much difficulty in cooking, for lack of utensils; and the Superintendent reports that it is quite inadequate to fill the place of Flour or Corn bread. I would respectfully suggest that a due portion of Corn Meal be furnished.
