Office of Sub. Asst Commr Bureau R.F and A.L. Dist. of Greenville Greenville, Feb. 25th 1867 Lieut J.F Conyngham Actg Asst. Adj. General Lieutenant: I have the honor herewith to transmit the ration return of the Destitute Refugees and Freesmen in the Colony at Garland for March 1867. I am informed that the only provision supplied last month in the form of breadstuffs was rice. This they have much difficulty in cooking, for lack of utensils; and the Superintendent reports that it is quite inadequate to fill the place of Flour or Corn bread.
