Howels Roads Cherokee Co Ala
April the 17th 1867

Judge Busch I think it my duty to inform the Frdms Bureau of the treatmend of Joseph Bates a Frdm by one Mr. N.J. Ward.  I have seen this said Frdm and converst with him he states that he is very illy treated by said N.J. Ward and wishes to no if he cannot be releast from said Ward.  he also wishes to no if he cannot live with Mr. Julus Bates of this county, he claims the Bates family as his homefolx. This Boy is in a very bad condition:  his Feet are Frost Bitten almost to his knees, his Hands are also frosted to his Eboes. the skin is coming off his feet and Hands, this was caused by ditching in the Winter so he said This Boy is an Alphant and almos, Insane. Said Joseph run away and went to Mr. Julius Bates, Said Ward came after him and taken him off said he intended to keep him untill the maid the money he paid for him - I would like very much for you to release this Frdm
