I have the honor respectfully to report, that the reasons for recommending the discharge of McMarkle are
1. Now that the Colony takes on the organization of a hospital, of which Dr Moon will necessarily have charge, there is no further need of McMarkle's services as Superintendent.
2. Since Dr Moon has been at the Colony circumstances have given rise to suspicions, that all was not right in McMarkles's handling, and management of the rations. These, though incapable of direct proof, may be referred to, under three specifications.
I McMarkle's return of inmates had been, previous to Dr Moon's arrival, sixty-two (62). The Doctor found but forty nine (49), eight (8) are reported to have left during the month leaving the  discrepancy of five (5) still unaccounted for.
