I have the honor to report that Mr. R. W. O'Connor was engaged by me as clerk in pursuance of authority given in a communication from Col. Cadle dated April 11th, by reference to which you will perceive that the authority was unlimited, with the exception of wages, and conformity to the regulations in force as to employees of the Bureau. 

Acting under that authority, I engaged Mr. OConnor, upon trial for a week, and found him to be entirely efficient, and correct in his department. His disability, arising from deafness, which in a counting room, or general office, would be such a defect as to hinder him from easily obtaining employment, is of no special importance here.
