General, We the undersigned Delegates from Perry county Respectfully petition that Benjamin R Thomas of Uniontown in said County be Authorized to adjust accounts between Colored persons and their employers when either party may desire it, with power to require and enforce such settlements, and that his decision be subject to appeal to such Authority as men may designate.
 
We would further State that four Counties (Perry, Hale, Marengo and Dallas) corner near Uniontown, and therefore is Mr. Thomas' Authority is limited to one county, he cannot be of much use as otherwise. We are certain that such an officer is needed, as the Freedmen make much complaint that planters refuse to settle fairly.

Mr. Thomas is at this time Intendent of Uniontown by appointment, and gives satisfaction.
