Respectfully returned to Bvt. Lt. Col. A P. Ketchum Actg. Asst. Adjt. Genl. suggesting that when officers and agents of the Bureau furnish their private horses for their own convenience and use them in the discharge of their public duties, it is at their own risk; and therefore, except in cases of great urgency, and where a horse for temporary duty, as contemplated by par. 1, page 28E., of the Manual, could not be procured, it would seem that the Bureau

should not be called upon to make good any loss such officers or agents may sustain in consequence of their using their private horses in the public service.
