Dear Sir
Since the Conversation we had a few days since with Reference to the Counties taking charge of the Hospital. I have examined into the financial Condition of our County and of the Treasury, and find the indebtedness of the County greater than we shall be able to meet with the present years Taxes, besides providing for expenses of Courts, Jurors, stationary for the next year as enacted by the last Legislature. 

Our Commissioners has not been forgetful of the necessity of taking care of all our poor and afflicted, and have economized closely since the Surrender with the view to being prepared to take charge of such whenever the Government turned them over to the County; But still we are in debt and the want of confidence being Restored, makes it almost impossible for the County to borrow money, and if the Government will provide for and furnish the Hospital until we can be able to do so, we will then most cheerfully take care of them. 

If however the Government turns the Hospital here to us, we will do the best we can, but, fear we will be greatly embarrassed financially. 

When this is done, those here in the Hospital from other Counties ought to be Returned to the County from which they came, or such counties should aid in providing; This however is only suggestion.
